Update Regarding X12 and the NCVHS Recommendations

As most of you know, several months ago the National Committee on Vital and Health Statistics (NCVHS) voted to recommend that HHS not move forward with rulemaking related to advancing the version of the first series of mandated X12 transactions at that time. We continue to strongly disagree with the NCVHS’ recommendation and the rationale they provided. As previously announced, X12 sent the NCVHS a formal request for reconsideration of their recommendation.  In our letter requesting reconsideration, we addressed the key points the NCVHS provided as the basis for their recommendation. We remain commited to moving a new version of these transactions, and others, forward.

Over the past few months, we’ve been meeting with industry stakeholders to gather and address all sorts of feedback. We’ve also continued to work with the participants in our Proof of Concept (PoC) Program as noted in our September update on those activities. As activities in our PoC Program progress, we’ll provide additional updates to X12 member representatives and other industry stakeholders. We are expecting to meet with the full NCVHS committee later this year to further discuss our request for reconsideration.

We appreciate your support as we work to ensure our enhanced implementation guides move into the NPRM process where industry experts, rather than a public advisory body, can speak to the benefits of implementing these enhanced implementation instructions and air any concerns related to doing so.

We continue to encourage each member representative to work within their organization to encourage the submission of letters documenting support for moving these enhanced claims and remittance implementation guides into the NPRM process. Letters of support should be presented to the Department of Health and Human Services (HHS) and/or the Centers for Medicare and Medicaid Services (CMS) and we have provided key points and contacts on our website.
