Can we create and use 1 REF qualifier 5 times to include all possible locations?

This was intentional. The 2420 loop(s), allows secondary IDs for payers other than the destination payer to be sent. The information sent in REF04 of the various 2420 loops is the link to the other payer for whom the secondary ID is being sent. Since up to 10 other payers can be sent in a claim, the number of repeats of the 2420/REFs are appropriate.
This is consistent across all 837 TR3’s for the 2420.
