I would like to see if I could receive clarity on the connection between the TA1 and the ISA14. I am unable to find the qualifier with description of the ISA14 within the TR3.
I have read many articles and have come to see the majority state that
ISA14= 0 TA1 is sent only when there is an error within the Header or Footer
ISA14=1 TA1 is always sent
Also, I have seen sometimes the 999 w/TA1 includes the GS segment, is this correct? From Reading B.1.1.5.1 there should not be a GS/GE envelope

The qualifiers are all in the X12 standard. Additional information can be found in X12's Acknowledgment Reference Model. The example given is correct, there should not be a GS before the TA1.
