278N Notification and Acknowledgment – Invalid Data
Description

In the 278 notification & acknowledgment spec, specifically for the acknowledgment, there is a mixture of language regarding when to send data elements:

Event UM03, UM04 suggest we should look at the rest of the message to determine if we should send it, but UM06 suggests we should always echo. Should we always just echo?  Or should strictly adhere to the spec language, even if the acknowledgment looks different than the request?  

The event DTP and HI segments say we should only send them if the applicable loop isn’t valid. However, example 3.1.2 says we should always send DTP if we received it.  Should we always echo? If not and data is invalid, should we send all the segments or just those that are invalid?

If we should only send when invalid, does the level in the phrase “the notification not valid at this level” refer to the loop or segment? (i.e. if a loop contains a AAA, should we echo everything we can? Or only echo the segments that triggered the AAA?)

Do these answers apply to the service level DTPs, SV1, SV2, SV3, and TOO as well?
