In the 834 (005010X220A1), the situational rule for Loop 2100A/DMG06 is “This element is “NOT USED” when the member identified in the related INS segment is not the subscriber”. For enrollment of dependents, what is the guidance on how citizenship should be handled in the 834?
We did review the changes under comment for the 7030 834 do not appear to address this situational rule.
We also reviewed the Health Insurance Exchange: Enrollment (834 - 005010X307), while not implemented, Loop 2100A/DMG06 does not include the situational rule that prohibits the use of DMG06 when the related INS segment is not the subscriber.
The 005010X220A1 and the 007030 X333 834s only accommodate sending citizenship when the individual being enrolled is the subscriber. The 005010X307 834 (HIX Enrollment) accommodates sending citizenship for all enrollees.
No requests to accommodate dependent citizenship have ever been presented to ASC X12. You may submit an ASC X12 change request it if there is a business need not supported in a published TR3 for consideration in a future version of the TR3.
