In 1000A loop Arkansas BC sometimes does not include the PER Payer Technical Contact Information. We sent the era file exa to our host system Epic and they insist it is a required field and we are unable to load due to an invalid Segment sequence: Segment 10 N1 follows REF. Where Ark BC is stating PER segment is situational and not follows required From 5010 835 manual: SITUATIONAL 10404 Situational Rule: Required when there is a business contact area that would apply to this remittance and all the claims. If not required by this implementation guide, do not send. Which is correct? We are getting very close to the date and would like to forward the interpretation to the approp payer or vendor to have addressed.
The 1000A Loop Payer Technical Contact Information segment is Required, while the 1000A Loop Payer Business Contact Information PER segment is Situational. The PER01 value differs between the Technical ('BL') and Business Contact ('CX') segments and is used to distinguish them from each other. The Situational Rule cited in the Interpretation request is the Rule from the Business Contact PER and not the Technical contact PER. Being required, the Technical Contact PER does not have a Situational Rule.
