278 Administrative Ref. Number
Description

In the 278 respopnse, the situational rule for the Administrative Reference Number in the Patient Event Level (loop 2000E) states the segment is required when HCR01= A3, A4 or CT and the UMO has assigned an administrative reference number associated with this service review.

The situational rule for the Administrative Reference Number in the Service Level (loop 2000F) is similar. However, it omits "and the UMO has assigned an administrative reference number associated with this service review", but adds "and the response does not carry an administrative reference number at the parent Patient Event level to assign an administrative reference number associated with this service line".

We do not create a reference number when we send HCR01=CT and we would like confirmation that neither the 2000E nor the 2000F loops require it to be included in this situation.

RFI Response

It is not required to return an administrative reference number at either the 2000E or the 2000F loops if the UMO does not assign a reference number with the response. The intent of the workgroup is to mirror the situational usage notes at both the 2000E and 2000F loops. Thank You for your observation and the situational usage note at the 2000F will be clarified in the next version of the guide.
