In reading the 270 Implemenation Usage 2.2 we have a question around the Not Used element. The 2.2.1 says the Not Used must never be sent. In the 2.2.1.1 it reads:
Not Used when sent does not comply with the IG
Not Used when not sent does comply with the IG
This table specifies how an entity is to evaluate a transmitted transaction for compliance with industry usage. It is not intended to require or imply that the receiver
must reject non-compliant transactions. The receiver will handle non-compliant
transactions based on its business process and any applicable regulations.
The above paragraph is a little confusioning to us. In 2.2.1 it says must never be sent but in 2.2.1.1 it says it is not intended to require or imply that the receiver must reject non-compliant transactions. As a receiver do we accept or reject 270 transactions that are sent with data in the Not Used elements?
The purpose of section 2.2.1.1 is to inform implementers how to determine if a transaction complies with the industry usage requirements defined in the implementation guide. Thus a transaction containing a Not Used element does not comply with the implementation guide.
The implementation guide does not restrict how implementers react to non-compliant transactions. Implementers should consider their business requirements and applicable regulations when deciding whether to accept or reject transactions that do not comply with the implementation guide.
