Response Loop 2000E
Description

TR3 Note 1 for the TRN segment in Loop 2000E specifically requires return of the trace numbers provided at the same level on the request, e.g., "...must be returned". This requirement seems to take precedent over the prior "If not required by this implementation guide, do not send." or "...are not required." statements in the HL Situational Rule and TR3 Note 1; and the TRN Situational Rule. It is our opinion that the presence of Loop 2000E used solely to return trace numbers provided at the same level on the request constitutes a compliant use of Loop 2000E; even though the UMO was not able to process any data beyond Loop 2000C or Loop 2000D of the request, as referenced in the HL Situational Rule and TR3 Note 1.We would appreciate a review of this scenario for an informal interpretation.

RFI Response

The TR3 Note 1 on the 2000E loop TRN segment is subservient to the context established by the 2000E loop HL segment Situational Rule and the 2000E loop TRN segment situational rule. Specifically, the HL segment rule reads "Required when the UMO system processed any of the information contained in Loop 2000E of the request. If not required by this implementation guide, do not send."As a result, usage of the 2000E loop to only return TRN segment trace numbers when other information from the request 2000E loop was not processed is not compliant with the guide instructions.
