Are there any real-world scenarios where it would be appropriate for a clearinghouse to return a 271 with AAA03 = "80" (No Response received - Transaction Terminated) and AAA04 = "N" (Resubmission Not Allowed)? The code 80 explanation indicates a temporary problem, so I am confused as to why resubmission would not be allowed.
We received that error in a 271 from another clearinghouse and are unsure how to follow up. There are no other AAA errors to indicate any other problem with the original 270 request.

The scenario described is not directly addressed in the TR3. The AAA03 = 80 is used by a clearinghouse, VAN, or other “in between” point of exchange when the information source or the destination recipient is unavailable, be that for planned or unplanned maintenance. If it’s unknown why the information source/destination recipient is unavailable or for how long, the N in AAA04 would be appropriate, to avoid the sender from repeatedly submitting the 270s.
