Comment on RFI 1555
Description

Is the example represented in 1555 representing a correct unbundling situation?
The RFI 1555 addressed the issue that the lines must balance and that it wasn’t “exactly clear”.
The submitter of RFI 1555 was questioning unbundling and supplied an example but the example does not appear to balance according to Section 1.4.4.2 in the 837. Is the example correct or is section 1.4.4.2 correct.

Example in RFI 1555:
SV1*HC:A4450:KX:AU*2.4*UN*20***1
SVD*16003*.72*HC:A4450:AU:KX**10*1
CAS*CO*45*.3
CAS*PR*2*.18
DTP*573*D8*20120321
SVD*16003*0*HC:A4450:AU:KX**10*1
CAS*CO*50*1.2
DTP*573*D8*20120321
The answer to RFI 1555 was silent on if the supplied example was accurate. So the question is: is the example an accurate example of unbundling?

RFI Response

The response to RFI 1555 pointed out that section 1.4.4.2 does not address the situation where a line is split or unbundled. The example in this RFI and RFI 1555 does balance per the instructions in section 1.4.1.4. The sum of the unbundled SVD02 amounts plus the sum of the CAS adjustment amounts do add up to the SV102 original charge for the line. (.72 + 0) + (.3 +.18+ 1.2) = 2.4.
