X12 Applauds Final Rule Advancing Standardized Health Care Claims Attachments Using X12 Transactions

X12 fully supports CMS’s final rule, Administrative Simplification; Adoption of Standards for Health Care Claims Attachments Transactions and Electronic Signatures, which marks a major step forward in modernizing health care administration.

Effective May 26, 2026, this ground-breaking final rule establishes the first HIPAA-adopted standards for health care claims attachments, and creates a more secure, standardized framework for exchanging the clinical documentation needed to support claims processing.

Importantly, the rule adopts Version 006020 of the X12 275 and 277 implementation guides as standards for health care claims attachments. X12 is proud to see these standards recognized as foundational to secure, efficient electronic data exchange.

"The release of the Attachments Final Rule is an important milestone for the industry. Organizations that are already exchanging attachments using X12 275 and 277 transactions are well-positioned to expand trading partner connections and realize operational efficiencies,” said Michelle Barry, X12’s Chair of the Accredited Standards Committee (ASC). “For organizations that have been waiting for a mandate, the rule provides a clear path to implement 275 and 277 functionalities using their existing X12 infrastructure without delay.”

By replacing outdated manual processes such as faxing and mailing with secure electronic exchange, the rule helps reduce friction across the health care ecosystem and supports more timely, consistent communication among providers, health plans, clearinghouses, technology vendors, and patients.

CMS projects that the rule will save the health care industry roughly $782 million annually while reducing administrative burden, streamlining workflows, accelerating claims processing and decision-making, and enhancing transaction security.
